How would the Bay area handle a citywide lockdown?

While the Bay area has not seen a citywide lockdown like the one in Boston, local law enforcement officials have been involved in massive manhunts and rolling lockdowns.

Tampa Police Department Assistant Chief John Bennett points to the search for Dontae Morris. After investigators say he gunned down two Tampa Police Officers, Morris went on the run.  Fellow officers quickly established "hot" zones where they thought Morris might be.

"All of Tampa was like Boston during the Dontae Morris manhunt.  It was all warm," Bennett said, "and then it would become situationally hot, depending on the information coming through.  So if we got a tip and we felt it was credible, we would create and that's where we would move in."

Bennett says lockdowns are a very important tool for law enforcement when they're trying to put the cuffs on any suspect involved in a major crime.

"You have to create a good evacuated radius to work in. And then, so, from there you'd probably do door to door evacuations," said Bennett.  "You may do some consensual checks, because you have no idea who could be harboring. But that would all be intelligence and information driven. "

He says law enforcement officers rely on public cooperation during major events, like the one in Boston.  Bennett says officers will always get their man.

"If these young men don't realize that this is going to go not stop until they're apprehended and brought to justice, they didn't study the United States very well," Bennett said. 

"We're not giving up."
