NC charter school board ready for Senate debate

A bill that would create a new panel for managing North Carolina's growing number of charter schools is now heading to the Senate floor.
The measure scheduled for debate Thursday by the full Senate would create a North Carolina Public Charter Schools Board separate from the State Board of Education.
The new board would develop charter school rules and decide which applicants could start the schools. The State Board of Education could veto any decision with three-fourths of its members.
Bill supporters say a panel is needed to focus solely on charters, which are public schools run by outside groups and with fewer regulations than traditional schools. A 100-charter cap was lifted two years ago. Opponents say constitutional powers over public schools rest with the State Board of Education.
