NC state personnel overhaul passes Senate panel

Gov. Pat McCrory's proposal to shorten the grievance process for state employees and hire more at-will workers is headed to the full Senate.
    
A Senate panel endorsed the bill Tuesday after a major state employee union endorsed it. The bill makes changes to the State Personnel Act, which lays out job protections and due process for about 120,000 public employees.
    
The bill already passed the House without the support of the State Employees Association of North Carolina, a 55,000-member union. But the group said Tuesday the Senate bill restores due process protections. The association pointed specifically to a provision allowing employees to appeal to the Office of Administrative Hearings, an independent quasi-judicial agency.
    
The office would have to issue a final decision within 180 days.
