A new ordinance in Edgefield County has one more hurdle before it takes effect.
Tuesday evening, Edgefield County Council members passed the second reading of a voucher program to spay and neuter pets.
The vouchers would be for low income families only.
There will be one final reading next month. If it passes, the program takes effect immediately.
