Democrats may win few gains at NC legislature

North Carolina Democrats say the Republicans in charge of state government have refused teacher raises, reduced unemployment benefits and they declined to expand Medicaid in 2013.
The Democrats believe these issues will resonate with voters for the 2014 legislative elections. But it may be difficult for Democrats to make gains in the GOP majorities in the state House and Senate.
Republicans have strong advantages because of redistricting, fundraising and incumbency. Republicans also contend they have passed legislation that reduced tax rates and regulations while putting the state on firmer financial footing. They also vow to raise teacher salaries when legislators reconvene in May.
