NC Senate OKs Commerce, film incentive changes

RALEIGH, N.C. -

New ways to manage North Carolina's business recruiting and to reward movie productions that film in the state have cleared the state Senate.

The chamber voted 38-7 Monday for its final approval to a measure that would transfer several Commerce Department functions to a private nonprofit corporation. Tacked onto the bill is a new program giving cash grants to film, TV and video projects in North Carolina — replacing tax credits set to expire at year's end.

Gov. Pat McCrory's administration says the private nonprofit will make the state more nimble in attracting companies.

The House passed a nearly identical bill last week that left out the film grants. Lawmakers must decide on a final version they want to send to Gov. Pat McCrory.
