RALEIGH, N.C. (AP) – Gov. Pat McCrory has taken a beating from critics over a law dictating which restrooms transgender people can use, highlighting what they call the economic harm and reputation it’s causing North Carolina.

But McCrory is trying to reshape the narrative heading into a tough re-election campaign by going after the federal government.

He sued the Obama administration last week and accused officials of yet another overreach into state business. He said a court, not a federal agency, should dictate what the law known as House Bill 2 requires. The U.S. Justice Department sued McCrory a few hours later.

McCrory is leaning on a strategy long favored by conservative governors in the South. But refusing to capitulate is fraught with peril, especially when civil rights laws are involved.
