More people arrested as part of 'Operation East to West' in Carteret County

BEAUFORT, N.C. (WNCT) - The Carteret County Sheriff's Office along with the Morehead City Police Department and Havelock Police Department arrested 18 people during the past few weeks as part of 'Operation East to West'.

The operation is the result of a year-long undercover investigating targeting dealers in and around Carteret County engaged in the distribution of heroin, methamphetamine, prescription medication, cocaine, and marijuana.

 

The following people were arrested and are facing the following charges:

  • Tiffany D. Bowers, 35, of Morehead City
    • One count each of possession with the intent to manufacture, sell and deliver a schedule IV controlled substance, sell a schedule IV controlled substance, deliver a schedule IV controlled substance, possession with the intent to manufacture, sell and deliver heroin, sell heroin, and deliver heroin.
    • Bond: $30,000 
  • James E. Brantley, 54, of Morehead City
    • Five counts of trafficking, opium or heroin, two counts of sell and deliver a schedule II controlled substance, and one count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, and manufacture a schedule II controlled substance.
    • Bond: $300,000 
  • John C. Bruder, 36, of Newport
    • Two counts each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, deliver methamphetamine, and possession, sell and deliver a controlled substance within 1,000 feet of a school and one count of felony probation violation.
    • Bond: $100,000 
  • Charles S. Cartwright, 29, of Williston 
    • Three counts of possession with the intent to manufacture, sell and deliver methamphetamine, two counts each of sell methamphetamine, deliver methamphetamine, and one count each of conspiracy to sell methamphetamine and possession with the intent to manufacture, sell and deliver heroin.
    • Bond: $30,000 
  • Bradley J. Clark, 28, of Salter Path
    • Four counts of trafficking opium or heroin, two counts of possession with the intent to sell and deliver cocaine, and one count each of conspiracy to traffic opium or heroin, possession with the intent to manufacture, sell and deliver heroin, sell heroin, deliver heroin, possession with the intent to manufacture, sell and deliver methamphetamine, sell cocaine, deliver cocaine, and possession, sell, and deliver a controlled substance within 1,000 feet of a school.
    • Bond: $510,000 
  • Jonathan M. Davis, 26, of Davis
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, manufacture a schedule II controlled substance, sell a schedule II controlled substance, deliver a schedule II controlled substance, maintaining a vehicle that was used for keeping and selling a controlled substance, and assault on a female. 
    • Bond: $10,000
  • Joshua C. Gillikin, 37, of Newport
    • One count each of possession with the intent to manufacture, sell and deliver methamphetamine, manufacture methamphetamine, sell methamphetamine, deliver methamphetamine, conspiracy to sell methamphetamine, conspiracy to deliver methamphetamine, possession, sell, and deliver a controlled substance within 1,000 feet of a school, and maintaining a vehicle that was used for keeping and selling a controlled substance.
    • Bond: $1 million
  • Adam R. Guthrie, 26, of Beaufort
    • Three counts of maintaining a vehicle and dwelling that was used for keeping and selling a controlled substance, two counts each of possession with the intent to manufacture, sell and deliver methamphetamine, manufacture methamphetamine, selling methamphetamine, and deliver methamphetamine.
    • Bond: $20,000
  • Brandi L. Hibbs, 34, of Newport
    • One count each of possession with the intent to manufacture, sell and deliver heroin, sell heroin, deliver heroin, possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, deliver a schedule II controlled substance, possession, sell, and deliver a controlled substance within 1,000 feet of a school, and maintaining a vehicle that was used for keeping and selling a controlled substance.
    • Bond: $100,000 
  • Brandon L. Hobbs, 38, of Newport
    • One count of conspiracy to traffic methamphetamine.
    • Bond: $75,000 
  • Rhonda F. Jackson, 47, of Beaufort
    • Three counts of sell and deliver a schedule II controlled substance and one count of possession with the intent to manufacture, sell and deliver a schedule II controlled substance.
    • Bond: $10,000
  • Alisyn L. Jones, 18, of Beaufort
    • Two counts each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell or deliver a schedule II controlled substance, conspiracy to sell or deliver a schedule II controlled substance, possession, sell, and deliver a controlled substance within 1,000 feet of a school and one count each of possession with the intent to manufacture, sell and deliver heroin, sell or deliver heroin, and conspiracy to selling heroin.
    • Bond: $10,000 
  • Ashley B. Kilpatrick, 29, of Hubert
    • One count each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, deliver methamphetamine, and conspiracy to sell methamphetamine.
    • Bond: $24,000 
  • Vinson S. Lovick, 41, of New Bern
    • Seven counts of trafficking, opium or heroin and one count of conspiracy to traffic opium or heroin.
    • Bond: $100,000
  • Richard K. Murphrey, 32, of Beaufort
    • Two counts each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell or deliver a schedule II controlled substance, conspiracy to sell or deliver a schedule II controlled substance, possession, sell, and deliver a controlled substance within 1,000 feet of a school, and one count each of possession with the intent to manufacture, sell and deliver heroin, sell or deliver heroin, and conspiracy to sell heroin.
    • Bond: $50,000
  • Byron Murrell, 33, Newport
    • Two counts each of possession with the intent to manufacture, sell and deliver heroin, sell or deliver heroin and one count each possession with the intent to manufacture, sell and deliver methamphetamine, manufacture a schedule I controlled substance, sell methamphetamine, deliver methamphetamine, sell heroin, deliver heroin, conspiracy to sell or deliver heroin, conspiracy to sell heroin, and conspiracy to deliver heroin.
    • Bond: $100,000 secured
  • Crystal N. Rohweller, 33, of Gloucester
    • Two counts each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine and deliver methamphetamine.
    • Bond: $25,000 
  • Briana B. Stinnett, 27, of Havelock
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, and deliver a schedule II controlled substance.
    • Bond: $15,000 bond

The Carteret County Sheriff’s Office along with the Morehead City Police Department and the Havelock Police Department arrested 14 people as part of an ongoing drug roundup.

"Operation East to West”, is a year-long undercover operation targeting dealers in and around Carteret County engaged in the distribution of various controlled substances including heroin, methamphetamine, prescription medication, cocaine, and marijuana.

The following individuals were arrested and charged:

  • Harriette C. Borden, 33, of Newport
    • One count each of possession with the intent to manufacture, sell and deliver heroin, manufacture a schedule I controlled substance, sell heroin, deliver heroin, and maintaining a vehicle that was used for keeping and selling a controlled substance.
    • $40,000 bond
  • Michael L. Coffey, 51, of Newport
    • Two counts of trafficking in methamphetamine and one count of conspiracy to traffic methamphetamine.
    • $75,000 bond
  • ​​​​​​Creedance Samantha-Carol Creech, 28, of Beaufort
    • Two counts each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, deliver methamphetamine, and one count each of possession with the intent to manufacture, sell and deliver cocaine, and sell cocaine.
    • $20,000 bond
  • Savannah P. Fletcher, 24, of Beaufort
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, and deliver a schedule II controlled substance.
    • $15,000 bond
  • Roger W. Foster, Jr., 53, of Newport
    • One count each of possession with the intent to manufacture, sell and deliver heroin, sell heroin, deliver heroin, and maintaining a dwelling that was used for keeping and selling a controlled substance.
    • $200,000 bond
  • William L. Garner, 26, of Beaufort
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, manufacture a schedule II controlled substance, sell a schedule II controlled substance, deliver a schedule II controlled substance, conspiracy to sell a schedule II controlled substance, and maintaining a vehicle that was used for keeping and selling a controlled substance.
    • $50,000 bond
  • Jordan T. Hayes, 31, of Newport
    • One count each of possession with the intent to manufacture, sell and deliver methamphetamine, deliver methamphetamine, and sell methamphetamine.
    • $25,000 bond
  • Kendra L. Lewis, 25, of Stacy
    • Two counts each of conspiracy to sell or deliver a schedule IV controlled substance, maintaining a vehicle that was used for keeping and selling a controlled substance, possession, sell and deliver a controlled substance within 1,000 feet of a school, misdemeanor child abuse and one count each of possession with the intent to manufacture, sell and deliver methamphetamine, possession with the intent to manufacture, sell and deliver a schedule IV controlled substance, sell a schedule IV controlled substance, deliver a schedule IV controlled substance, manufacture a schedule IV controlled substance, manufacture a schedule I controlled substance, sell heroin, deliver heroin, conspiracy to sell heroin and conspiracy to deliver heroin.
    • $125,000 bond
  • Stephanie L. McCleveland, 38, of Atlantic Beach 
    • Five counts of trafficking opium or heroin and one count each of conspiracy to traffic opium or heroin, and maintaining a vehicle that was used for keeping and selling a controlled substance.
    • $500,000 bond
  • Bailey R. Russell, 20, of Emerald Isle
    • Two counts each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, and deliver methamphetamine.
    • $15,000 bond
  • Dorico J. Scott, 41, of Morehead City
    • Two counts each of possession with the intent to sell and deliver cocaine, sell cocaine, deliver cocaine, possession, sell and deliver a controlled substance within 1,000 feet of a park, and one count each of felony possession of a schedule I controlled substance, possession with the intent to sell and deliver marijuana, sell marijuana and deliver marijuana.
    • $155,000 bond
  • Marquise D. Simmons, 25, of Maysville 
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, and deliver a schedule II controlled substance.
    • $5,000 bond
  • Zachary C. Stephens, 25, of New Bern
    • One count each of possession with the intent to manufacture, sell and deliver a schedule I controlled substance, sell a schedule I controlled substance, and deliver a schedule I controlled substance.
    • $10,000 bond
  • Jimmy Velazquez, 40, of Beaufort
    • Two counts each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, and deliver methamphetamine.
    • $50,000 bond

PREVIOUS:

The Carteret County Sheriff’s Office along with the Morehead City Police Department and the Havelock Police Department arrested 25 suspects during the past month as part of an ongoing drug roundup.

"Operation East to West" is a year-long undercover operation targeting dealers in and around the Carteret County engaged in the distribution of various controlled substances including heroin, methamphetamine, prescription medication, cocaine, and marijuana.

Officials said many of the suspects arrested in this operation have records as drug offenders.

More charges and arrests are expected. 

“These are significant arrests of drug dealers who have been trafficking and dealing dangerous and deadly drugs to our citizens here in Carteret County,” said Sheriff Buck.

Deputies said that if anyone has information about a suspicious or illegal activity should contact the Carteret County Sheriff's Office at 252-728-8400 or your local law enforcement agency. 

  • Bobbi J. Brown, 22, of Newport, was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, and deliver a schedule II controlled substance.
    • Brown was given a $5,000 bond.
  • Kerri S. Daniels, 57, of Cedar Island, was charged with:
    • Two counts each of trafficking opium, possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell and deliver a schedule II controlled substance, conspiracy to sell and deliver a schedule II controlled substance and one count of conspiracy to traffic opium.
    • Daniels was given a $1 million bond.
  • Tammy J. Dudley, 49, of Beaufort, was charged with:
    • Three counts each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, deliver methamphetamine, and one count of possession, sell and deliver methamphetamine within 1,000 feet of a park.
    • Dudley was given a $20,000 bond.
  • Kirsten E. Fagiano, 45, of Havelock, was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, and deliver methamphetamine.
    • Fagiano was given a $15,000 bond.
  • Charles D. Frivance, 25, of Beaufort, was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell and deliver a schedule II controlled substance, and maintaining a dwelling that was used for keeping and selling a controlled substance.
    • Frivance was given a $5,000 bond.
  • Zachary L. Fulcher, 27, of Smyrna, was charged with:
    • Two counts of sell and deliver of a schedule III controlled substance, possession with the intent to manufacture, sell and deliver a schedule III controlled substance, one count each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, deliver methamphetamine, and possession, sell and deliver methamphetamine within 1,000 feet of a school.
    • Fulcher was given a $20,000 bond.
  • Jasa V. Gaskill, 35, of Cedar Island, was charged with:
    • Three counts each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell and deliver a schedule II controlled substance, two counts of trafficking opium, one count each of conspiracy to sell and deliver a schedule II controlled substance and conspiracy to traffic opium.
    • Gaskill was given a $1.03 million bond.
  • Jaleel D. George, 24, of Beaufort, was charged with:
    • Two counts each of possession with the intent to sell and deliver cocaine, sell cocaine, deliver cocaine, possession, sell and deliver methamphetamine within 1,000 feet of a park, one count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, and deliver a schedule II controlled substance.
    • George was given a $20,000 bond.
  • William S. Greene, 35, of Cape Carteret, was charged with:
    • Four counts of delivering methamphetamine, three counts each of possession with the intent to manufacture, sell and deliver methamphetamine, manufacture methamphetamine, selling methamphetamine, and two counts of conspiracy to sell methamphetamine.
    • Greene was given a $75,000 bond.
  • Laura L. Haas, 35, of Newport, was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver heroin, sell heroin, deliver heroin, sell methamphetamine, and deliver methamphetamine.
    • Haas was given a $20,000 bond.
  • Keith L. Herring, 33, of Kinston, was charged with: 
    • One count each of possession with the intent to manufacture, sell and deliver methamphetamine, selling methamphetamine, deliver methamphetamine, and conspiracy to sell methamphetamine.
    • Herring was given a $50,000 bond.
  • Wanda F. Hill, 62, of Smyrna, was charged with:
    • Two counts of conspiracy to sell and deliver a schedule IV controlled substance, one count each of possession with the intent to manufacture, sell and deliver a schedule IV controlled substance, manufacture a schedule VI controlled substance, sell a schedule IV controlled substance, deliver a schedule IV controlled substance, possession, sell and deliver a controlled substance within 1,000 feet of a school, and maintaining a dwelling that was used for keeping and selling a controlled substance.
    • Hill was given a $15,000 bond.

 

  • Robert Clayton Hinson, 51 of Atlantic Beach was charged with:
    • Eight counts of trafficking opiates.
    • Hinson was given a $4 million bond.
  • Tonya Marie Juarez, 33 of Atlantic was charged with:
    • Two counts each of trafficking heroin and possession with the intent to manufacture, sell and deliver methamphetamine
    • One count each of manufacture methamphetamine, sell methamphetamine, deliver methamphetamine, possession with the intent to manufacture, sell and deliver heroin, sell and deliver heroin, conspiracy to sell and deliver heroin, possession with the intent to manufacture, sell and deliver marijuana, manufacture marijuana, maintaining a dwelling that was used for keeping and selling a controlled substance, possession, sell and deliver methamphetamine within 1,000 feet of a park, and possession of a stolen firearm.
    • Bond: $1.515 million secured
  • Tonya Lee Lester, 45, of Bettie was charged with:
    • Five counts of trafficking opiates
    • One count each of possession with the intent to manufacture, sell and deliver a schedule IV controlled substance, sell and deliver a schedule IV controlled substance, possession with the intent to manufacture, sell and deliver a schedule II controlled substance, and sell and deliver a schedule II controlled substance.
    • Bond: $2.5 million secured
  • William Eugene McMillion, 38, of Gloucester was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver methamphetamine, sell methamphetamine, and deliver methamphetamine.
    • Bond: $20,000 secured
  • Matthew Carlton Neal, 28, of Atlantic was charged with:
    • Three counts each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell and deliver a schedule II controlled substance.
    • Two counts each of trafficking opiates, conspiracy to sell and deliver a schedule II controlled substance.
    • One count each of possession with the intent to sell and deliver cocaine, and conspiracy to traffic opiates.
    • Bond: $1 million secured
  • Michael Patrick O’Neill, 37, of Beaufort was charged with:
    • One count each possession with the intent to manufacture, sell and deliver a schedule I controlled substance, sell a schedule I controlled substance, deliver a schedule I controlled substance, possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, and deliver a schedule II controlled substance.
    • Bond: $20,000 secured
  • Louis Michael Romero, 31, of Belhaven was charged with:
    • Three count each of possession with the intent to sell and deliver cocaine, sell cocaine, deliver cocaine, and two counts of possession, sell and deliver a controlled substance within 1,000 feet of a park.
    • Bond: $1 million secured
  • Kevin Gene Small, 51, of Havelock was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, manufacture methamphetamine, sell methamphetamine, deliver methamphetamine, conspiracy to sell methamphetamine, conspiracy to deliver methamphetamine, and maintaining a dwelling that was used for keeping and selling a controlled substance.
    • Bond: $75,000 secured
  • Carlos William Taylor, 45, of Beaufort was charged with:
    • Two counts each of possession with the intent to manufacture, sell and deliver cocaine, sell and deliver cocaine, and maintaining a dwelling that was used for keeping and selling a controlled substance.
    • Bond: $20,000 secured
  • Ernest William Thompson, Jr., 31, of Beaufort was charged with:
    • Five counts of trafficking opiates.
    • One count each of possession with the intent to manufacture, sell and deliver heroin, sell heroin, deliver heroin, possession with the intent to manufacture, sell and deliver a schedule II controlled substance, sell a schedule II controlled substance, deliver schedule II controlled substance, possession, sell and deliver a controlled substance within 1,000 feet of a school, and possession, sell and deliver a controlled substance within 1,000 feet of a park.
    • Bond: $2.5 million secured
  • James Edward White, Jr., 24, who is in custody with the N.C. Department of Correction, was charged with:
    • One count each of possession with the intent to manufacture, sell and deliver heroin, sell and deliver heroin, and conspiracy to sell and deliver heroin.
    • Bond: $25,000 secured
  • Breanna Lee Willis, 20, of Gloucester was charged with:
    • Three counts of possession with the intent to manufacture, sell and deliver a schedule III controlled substance.
    • Two counts of sell or deliver a schedule III controlled substance, and one count of conspiracy to sell or deliver a schedule III controlled substance.
    • Bond: $17,500 secured
  • Steven Orlando Wilson, 37, of Beaufort was charged with:
    • Four counts each of trafficking opiates, maintaining a vehicle that was used for keeping and selling a controlled substance. 
    • Two counts each of possession with the intent to manufacture, sell and deliver a schedule II controlled substance, manufacture a schedule II controlled substance, sell a schedule II controlled substance, deliver schedule II controlled substance, possession, sell and deliver a controlled substance within 1,000 feet of a school.
    • One count each of possession with the intent to manufacture, sell and deliver a schedule VI controlled substance, manufacture a schedule VI controlled substance, sell a schedule VI controlled substance, possession with the intent to manufacture, sell and deliver marijuana, manufacture marijuana, sell marijuana and deliver marijuana.
    • Bond: $2 million secured
